Ranking Methodology

How we evaluate and rank 5,365 colleges using federal data

1 Our Approach

Our rankings are built on three principles: transparency, objectivity, and relevance to students.

Rather than relying on subjective surveys or institutional reputation, we use publicly available federal data reported by every institution receiving federal financial aid. Every metric, weight, and calculation is documented here so you can understand exactly how schools are evaluated.

Unlike many popular ranking systems that rely on SAT scores, research output, or alumni giving, our criteria focus on what matters most to students: Do students complete their programs? Do they stay enrolled? Does the school offer robust program options?

2 Data Source

All ranking data comes from the Integrated Postsecondary Education Data System (IPEDS), maintained by the National Center for Education Statistics (NCES), a division of the U.S. Department of Education.

Why IPEDS?

  • Mandatory reporting — every institution receiving federal financial aid must report to IPEDS
  • Standardized definitions — metrics are collected using consistent methodology across all schools
  • Publicly available — anyone can verify the underlying data through the NCES website
  • Updated annually — institutions submit data on a regular cycle, with new data released each year

3 Overall Ranking Criteria

Our overall ranking evaluates schools across six categories, each measuring a different aspect of educational quality.

Student Outcomes

25% weight Tier 1 only

Metric: Overall completion rate from IPEDS outcome measures — the percentage of students who complete a credential within 200% of normal time.

Why it matters: The most direct measure of whether a school delivers on its promise. A school with a high completion rate is effectively helping students finish their programs and earn their credentials. This metric captures students across all enrollment patterns (full-time, part-time, first-time, transfer), providing a comprehensive picture of student success.

Student Retention

25% / 40% weight

Metric: Full-time student retention rate — the percentage of first-time, full-time students who return for their second year.

Why it matters: Retention reflects the day-to-day student experience. Schools where students feel supported, engaged, and confident in their education keep students coming back. Low retention often signals issues with instruction quality, student services, or program value. For Tier 2 schools (which lack completion data), retention carries the heaviest weight at 40%.

Program Productivity

20% / 30% weight

Metric: Total program completions divided by total enrollment — a ratio measuring how efficiently a school produces graduates relative to its size.

Why it matters: A high productivity ratio means the school is actively moving students through programs to completion, not just enrolling them. Schools with high enrollment but low completions may be enrolling students without adequately supporting them to finish.

Student-Faculty Ratio

Metric: Overall faculty-to-student ratio from IPEDS instructional staff data — the number of students per faculty member.

Why it matters: A lower student-faculty ratio means more individual attention, smaller class sizes, and better access to instructors. Schools with ratios of 15:1 or lower tend to offer more mentorship and personalized instruction. This metric is inverted: a lower ratio earns a higher percentile. Since approximately 58% of colleges report faculty data, it is treated as an optional metric — schools without it receive a neutral 50th percentile score rather than being excluded.

Program Breadth

10% / 15% weight

Metric: Count of unique CIP (Classification of Instructional Programs) families offered — the number of distinct program areas, such as engineering, nursing, business, computer science, and more.

Why it matters: Schools offering more program families give students broader career options and the ability to explore related fields. A school with only one or two programs may serve a niche well, but schools with more breadth tend to have stronger institutional infrastructure, more diverse student services, and better career placement resources.

Institutional Scale

10% / 15% weight

Metric: Total enrollment, normalized using a logarithmic scale to prevent large schools from disproportionately dominating this category.

Why it matters: Larger institutions typically offer more resources: more instructors, better facilities, more student services, and a wider network of alumni and employer partnerships. The logarithmic normalization ensures that a school of 5,000 students doesn't score dramatically higher than one with 2,000 — both benefit from institutional scale — while very small schools with fewer than 100 students are appropriately noted.

4 Overall Two-Tier System

Not all schools report the same data to IPEDS. Rather than exclude schools with incomplete data, we use a two-tier system that ensures the most complete data gets the highest priority while still including schools with less data:

These schools are ranked 1 through 3,451 using all six criteria, with Student Outcomes and Student Retention carrying the heaviest weight at 25% each.

1,914 schools with either retention or completion data, plus completions and enrollment — but not both retention and completion rates together.

These schools are ranked 3,452 through 5,365 using four criteria, with Student Retention carrying the heaviest weight at 40%.

Unranked

Insufficient Data

813 schools lack sufficient data to be meaningfully ranked (e.g., missing both retention and completion rates, or missing program completions data). These schools still have profile pages on our site but do not receive a ranking position.

Why not combine tiers? Comparing schools with different data availability on the same scale would be unfair. A Tier 2 school can't earn credit for metrics it doesn't report. We score both tiers against the same global percentile pool, then apply a tier ceiling that scales Tier 2 scores to sit below Tier 1, ensuring schools with more complete data always rank higher while preserving relative ordering within each tier.

5 Working Student Ranking

Our Best for Working Students ranking is designed specifically for students who work while attending school. The overall ranking uses full-time completion and retention metrics, but working students face different challenges: irregular schedules, part-time enrollment, and competing demands on their time. A school that excels for full-time residential students may not serve working adults equally well.

This ranking uses part-time-specific outcome data from IPEDS to identify schools where working students are most likely to succeed. It ranks 2,735 colleges based on how well they serve non-traditional, part-time learners.

Part-Time Completion Rate

Metric: The percentage of part-time students who complete a credential within 200% of normal time, from IPEDS outcome measures.

Why it matters: The most direct measure of whether part-time and working students actually finish their programs. IPEDS tracks this separately from full-time rates, giving a true picture of part-time student outcomes. Schools where working students complete at high rates are providing the right combination of scheduling, support, and program design.

Part-Time Retention Rate

25% / 40% weight

Metric: The percentage of first-time, part-time students who return for their second year.

Why it matters: Do part-time students come back? Working students have more reasons to drop out — schedule conflicts, financial pressure, family demands. Schools that retain part-time students are providing flexible scheduling, academic support, and programs worth continuing. For Tier 2 (which lacks completion data), this carries 40% weight.

Part-Time Accessibility

20% / 30% weight

Metric: Part-time enrollment as a percentage of total enrollment, calculated from IPEDS enrollment by attendance status data.

Why it matters: The proportion of part-time students signals how well a school is structured for non-traditional schedules. A school where 60% of students attend part-time is likely more accommodating to working adults than one where only 5% do — more evening/weekend sections, more flexible advising, and institutional culture built around non-traditional learners.

Program Breadth

10% / 15% weight

Metric: Count of unique CIP program families offered.

Why it matters: Working adults often seek career changes or skill upgrades. Schools with more program options help career changers find relevant training without switching institutions, reducing disruption for students who are already balancing work and education.

Institutional Scale

10% / 15% weight

Metric: Total enrollment, normalized using a logarithmic scale.

Why it matters: Larger institutions tend to offer more scheduling flexibility — more course sections, evening and weekend options, and better student services. This directly benefits working students who need non-standard schedules.

Two-Tier System

The working student ranking uses the same two-tier approach as our overall ranking, but with different data requirements. IPEDS part-time outcome reporting is less universal than full-time data, so more schools are unranked in this system.

1,979 schools with part-time completion rates, part-time retention rates, and enrollment attendance data.

Insufficient Part-Time Data

3,443 schools lack part-time retention data entirely. This is a significantly larger unranked pool than the overall ranking (813 unranked) because IPEDS part-time outcome reporting is less universal — many smaller and for-profit institutions don't report part-time student metrics separately.

Metrics Considered but Not Used

Distance Education Percentage

Many schools don't report this metric, and many excellent programs are inherently hands-on — lab sciences, clinical programs, and skilled trades require in-person work. Penalizing schools for lacking online options would be misleading for programs where in-person training is essential.

Tuition

In-state tuition is only available for about 32% of schools and is heavily biased toward public institutions. Including it would systematically exclude many for-profit schools from the ranking, which would not be representative.

Working Student Success Rate

Despite its suggestive name, this IPEDS field contains identical values and coverage to partTimeCompletionRate in every college file we analyzed. It appears to be a derived or duplicate field, so we use partTimeCompletionRate as the canonical metric.

Key Caveats

Public school data advantage: Public institutions have approximately 71% coverage for part-time completion rate data, compared to only 18% for private for-profit schools. This means the working student ranking may skew toward public institutions, not because they necessarily serve working students better, but because they are more likely to report the data needed for Tier 1 classification.

Higher unranked rate: About 56% of schools are unranked in the working student ranking versus 13% in the overall ranking. This reflects the reality that IPEDS part-time reporting is less universal, not that unranked schools are poor choices for working students.

6 Best Value Ranking

Our Best Value ranking identifies colleges that deliver the best return on investment. While the overall ranking measures educational quality, this ranking specifically evaluates affordability and financial accessibility alongside student outcomes.

Inspired by approaches like Niche's Best Value methodology, our ranking combines loan burden, financial aid generosity, net price affordability, and outcome metrics to find schools where students get the most value for their money. It ranks 4,548 colleges using IPEDS Student Financial Aid (SFA) data from the 2022-23 reporting year.

Completion Rate

25% / 30% weight

Metric: Overall completion rate — the percentage of students who complete their program within 200% of normal time.

Why it matters: Affordable tuition means nothing if students don't finish. Completion rate measures outcome effectiveness — what percentage actually earn their credential. In Tier 2, this weight increases to 30% since net price data is unavailable.

Loan Burden

Metric: Percentage of students who borrow federal student loans. Lower is better.

Why it matters: Schools where fewer students need to borrow are more financially accessible. A low borrowing rate suggests the school's combination of tuition, aid, and student demographics allows more people to attend without taking on debt. This metric is inverted: a lower borrowing percentage earns a higher percentile.

Aid Generosity

20% / 20% weight

Metric: Average grant and scholarship aid amount for first-time students.

Why it matters: Larger financial aid packages directly reduce student costs. Schools that provide more grant aid are making education more accessible, whether through institutional scholarships, federal grants, or state funding.

Retention Rate

15% / 20% weight

Metric: Full-time student retention rate — the percentage of first-time students who return for their second year.

Why it matters: A proxy for student satisfaction and institutional quality. Schools where students return after their first year are providing value that students recognize.

Net Price Affordability

15% weight Optional Inverted

Metric: Average net price — the actual cost to students after all grants and scholarships are applied. Lower is better.

Why it matters: Net price is the single best measure of what students actually pay. Unlike sticker-price tuition, it accounts for financial aid, grants, and institutional discounts. This metric is inverted: a lower net price earns a higher percentile. Since only about 30% of colleges report net price, it is treated as an optional metric — schools without it receive a neutral 50th percentile score rather than being excluded.

Two-Tier System

The best value ranking uses the same two-tier approach as our other rankings. The key differentiator is completeness of financial and outcome data. Net price is treated as an optional metric that enhances Tier 1 scores when available but doesn't gate tier placement.

1,630 schools lack sufficient financial aid data (missing loan borrowing rates, grant amounts, or retention data). These schools may still offer good value but cannot be fairly compared without the required financial metrics.

Inverted Metrics

Net Price, Loan Burden, and Student-Faculty Ratio are inverted metrics — lower values are better. In our percentile scoring, a school at the 10th percentile for net price (very low cost) receives a score of 90, not 10. This ensures that "higher bar = better value" visual consistency across all metrics on the ranking cards.

7 Most Diverse Ranking

Our Most Diverse ranking identifies colleges with the most diverse student bodies. Diversity in the classroom exposes students to different perspectives and better prepares them for working in diverse teams — an increasingly important skill in every field.

This ranking evaluates 5,648 colleges using IPEDS enrollment data, measuring racial/ethnic diversity, gender balance, minority representation, and international student presence.

Simpson Diversity Index

40% / 45% weight

Metric: The probability that two randomly selected students are from different racial/ethnic groups. Ranges from 0 (completely homogeneous) to 1 (maximum diversity).

Why it matters: The Simpson Diversity Index is the gold standard for measuring population diversity in academic research. Unlike a simple minority percentage, it accounts for the distribution of groups — a school with five racial groups each at 20% scores higher than one with 80% and 20%, even though both have the same minority percentage. This makes it the most comprehensive single measure of racial/ethnic diversity.

Gender Balance

25% / 30% weight

Metric: How close the gender split is to 50/50. A value of 1.0 means perfectly balanced; lower values indicate skew toward one gender.

Why it matters: Gender balance matters both as a diversity indicator and as a signal that the school actively welcomes and supports students of all genders. Schools closer to 50/50 are creating more inclusive environments, which research shows leads to better learning outcomes for all students.

Minority Percentage

20% / 25% weight

Metric: The percentage of enrolled students who identify as non-white.

Why it matters: While the Simpson Index measures distribution, minority percentage directly measures representation. A high minority percentage indicates the school is accessible and attractive to students from underrepresented groups, complementing the Simpson Index with a straightforward representation focus.

International Presence

15% weight Optional

Metric: The percentage of enrolled students who are international (non-resident alien).

Why it matters: International students add a global dimension to campus diversity that goes beyond domestic racial/ethnic categories. Schools that attract international students tend to offer a broader cultural experience. Since about half of colleges report zero international students, this is treated as an optional metric — schools without it receive a neutral 50th percentile rather than being excluded.

Two-Tier System

The diversity ranking uses a two-tier system based on completeness of domestic diversity data. International student presence is treated as an optional metric in both tiers, receiving a neutral 50th percentile when not available.

Tier 1

Full Diversity Data

5,473 schools with all three core diversity metrics: Simpson Index, gender balance, and minority percentage. International presence is included when available.

Ranked 1 through 5,473 using all four criteria, with Simpson Diversity Index at 40%.

530 schools have missing or zero values for the Simpson Diversity Index, or lack both gender balance and minority percentage data. These core metrics are required for a meaningful diversity score.

Understanding the Simpson Diversity Index

The Simpson Diversity Index (also known as the Gini-Simpson Index) calculates the probability that two randomly chosen students belong to different racial/ethnic groups. It is widely used in ecology and demographics research.

A value of 0 means all students are from the same group (no diversity). A value approaching 1 means students are spread evenly across many groups (maximum diversity). Most colleges in our ranking score between 0.3 and 0.8 on this index.

8 Program Field Ranking

While the Overall Rankings identify the best colleges across all programs, the Program Field Rankings answer a different question: "Which schools excel in my specific field?"

Our program field rankings evaluate schools based on their strength in specific career fields like Health Sciences, Automotive & Repair, Computer & IT, Manufacturing, and more. These rankings recognize that a school might be outstanding for nursing programs but mediocre for welding — or vice versa.

Qualifying Program Fields

Rankings are generated for program fields (CIP families) where at least 100 schools have 5+ completions in that field. This threshold ensures meaningful comparisons — ranking 15 schools in a niche field provides limited value.

Based on current IPEDS data, 36 program fields meet this threshold, covering fields from Health Sciences (3,699 schools) to Computer & IT (2,210 schools) to Architecture (299 schools).

Per-College Eligibility

Minimum 5 Completions

A school must produce at least 5 graduates per year in a field to be ranked in that field. This filters out schools with negligible or experimental programs. A school with 2 welding completions isn't meaningfully invested in welding education — it's noise, not a signal of strength.

Why Field-Specific Metrics Dominate

In program field rankings, Field Productivity (30%) and Field Scale (20%) together account for 50% of the score. This reflects the field-specific nature of the ranking.

  • Field Productivity measures how many graduates a school produces in the field relative to total enrollment. A community college with 200 welding completions and 2,000 students (10% productivity) is more focused on welding than one with 200 completions and 20,000 students (1%). This identifies schools where the field is a strength, not an afterthought.
  • Field Scale (log-normalized completions) rewards schools producing more graduates. Schools with 500 completions in a field have more instructors, more equipment, more industry connections, and more robust programs than schools with 20. Log normalization prevents outlier dominance while still recognizing scale.
  • Program Depth counts unique specialized programs within the field. A school offering 8 health science programs (nursing, EMT, dental hygiene, medical coding) provides more specialization options than one with just 1 program.

Institutional quality metrics (completion rate, retention rate) still matter — they ensure schools in these rankings are well-run institutions where students succeed. But they're weighted lower because they don't measure field-specific excellence.

Schools with <5 field completions or missing retention data are excluded from that field's ranking.

Note: Tier distribution varies significantly by field. Health Sciences has 2,619 Tier 1 schools (71%), while Science Technologies has 102 Tier 1 schools (98%). Fields with fewer schools may have different tier distributions.

Limitations

Institution-level quality metrics: Completion rate and retention rate are institution-wide metrics, not program-specific. A school might have a great overall completion rate but a poor nursing program — or vice versa. IPEDS doesn't track per-program outcomes, so we blend institution-level quality signals with field-specific productivity/scale metrics.

Large school advantage: Schools with higher enrollment can more easily achieve both high field productivity percentages and high field scale. A large university has more resources to invest across multiple fields. We use log normalization for field scale to mitigate this, but some advantage remains.

9 How Scores Are Calculated

We use percentile-based scoring to ensure each metric contributes fairly regardless of its natural range. Here's how it works:

Collect raw values

For each metric, we extract the raw value from IPEDS data. For example, a school's retention rate might be 72%.

Calculate percentile across all ranked schools

Each school's metric is ranked against all ranked schools (both tiers combined) to produce a global percentile. If a school's retention rate is higher than 65% of all ranked schools, its retention percentile is 65.

Apply weights

Each percentile score is multiplied by the category weight. For Tier 1, a retention percentile of 65 contributes 65 × 0.25 = 16.25 to the composite score.

Sum for composite score

All weighted percentiles are added together for a composite score from 0 to 100. Higher scores indicate stronger overall performance.

Rank by composite score

Schools are sorted by composite score within their tier. Tier 1 schools are ranked first (1 to 3,451), followed by Tier 2 (3,452 to 5,365).

10 What We Don't Rank

Transparency means being honest about what we exclude and why. Several metrics that seem like natural ranking factors were deliberately left out due to data quality issues.

Graduation Rate (Limited Use)

Caveat: The IPEDS graduation rate survey is designed around 150% of normal time for bachelor's degrees (6 years). For short-term certificate programs, virtually all enrolled students have "graduated" by the survey point, making the metric less meaningful for some institution types.

We primarily use the outcome measures completion rate, which tracks students over 200% of normal time and captures all enrollment types. Graduation rate is only used as a fallback when the outcome measures completion rate is unavailable, extending completion data coverage from 59% to 63% of colleges.

Tuition

Problem: In-state tuition varies greatly by institution type and is not universally reported. Including it as a primary ranking factor would create unfair biases across institution types.

Where available, we display tuition information on individual college profiles and ranking cards. Average net price is used as an optional metric in our Best Value ranking, where it contributes 15% weight when available (with a neutral 50th percentile fallback when not reported).

Job Placement Rates

Problem: IPEDS does not collect job placement data. While some schools self-report placement rates through marketing materials or accreditation reports, these figures are not standardized, independently verified, or available for most schools.

We would love to include employment outcomes if a reliable, universal data source becomes available in the future.

11 Limitations & Disclaimers

No ranking system is perfect. Here are the limitations you should keep in mind:

Rankings are one factor, not the only factor

A school's ranking should be one input in your decision, alongside factors like location, specific programs of interest, campus visits, financial aid offers, and personal fit. The #50 school might be a better choice for you than the #1 school.

Data reporting varies by institution

While IPEDS requires reporting, the accuracy and completeness of data depends on each institution's reporting practices. Some schools may report more conservatively or have data entry errors that affect their scores.

For-profit schools tend to have less data

For-profit schools are more likely to be classified as Tier 2 due to less complete IPEDS reporting. This doesn't necessarily mean they provide worse education — just that less standardized data is available for evaluation.

Program-level performance is not captured in overall rankings

Our overall rankings evaluate institutions as a whole. A school might have an exceptional program in one area but weaker outcomes in others, and institutional-level metrics won't distinguish that. Our Program Field Rankings partially address this by measuring field-specific productivity and scale, though outcome metrics remain institution-wide.

Small school volatility

Schools with very small enrollment can show large year-over-year swings in metrics. A retention rate based on 20 students is inherently more volatile than one based on 2,000 students. We include institutional scale as a ranking factor in part to account for this.
